Gordon Graham

Gordon Graham is an attorney, consultant, lecturer, and author who focuses on organizational and operational risk management.  He has been actively involved in law enforcement since 1973 and is a retired Commander from the California Highway Patrol.  During his tenure as a police professional, he was awarded his teaching credentials from California State University at Long Beach.  He later graduated from the University of Southern California with a Master’s Degree in Safety and Systems Management.  Subsequent to this he received a Juris Doctorate from Western State University.

Mr. Graham spent 10 years on the street as a patrol officer followed by 10 years as a field sergeant in the busiest section of Los Angeles.  Consequently, he has been exposed to every aspect of American law enforcement and has been personally involved in situations experienced every day by line officers.  With this in mind, he has centered his efforts on providing critical information to other law enforcement officers in the areas of Civil Liability, Professionalism, Ethical Decision Making and related topics.

Rather than focusing solely on post incident damage control, Mr. Graham concentrates his efforts on the prevention of mistakes through his SROVT program (Solid Realistic Ongoing Verifiable Training) which is now used by police agencies around the world.  He explains why things generally go wrong in law enforcement and how to prevent unfortunate situations from occurring.  His presentations always include the appropriate “written rules” for each topic covered, allowing informed listeners to make immediate, progressive changes in operations to better protect themselves and their organization.

Mr. Graham was the first recipient of the Governor’s Award for Excellence in California Law Enforcement Training in 1995, and is a founding member of the National Commission on Law Enforcement Integrity.  In 2008, he received the lifetime achievement award from California POST.  In 2015, he received the lifetime dedication award from the International Public Safety Leadership and Ethics Institute.  Mr. Graham is the Co-Founder of Lexipol, a company designed to standardize policy, procedure, and training in public safety operations.
